Denying medical center's requests to take judicial notice of court records in unrelated case, of center's schedule of charges filed with state agency, and of unenacted text of bill that was ultimately enacted as statute requiring hospitals to provide estimates of charges; taking judicial notice of medical center's list of outpatient procedures filed with state agency and center's schedule of charges filed with state agency; and holding that trial court's determination that patient could not bring UCL claim erroneously created an implied safe harbor based on center's compliance with other disclosure requirements in state and federal law.
