Courts that find a "grave risk" to returning a child to its home country are not required to consider ameliorative measures that could make return safe; Amelioration is discretionary and its appropriateness must be determined case-by-case; Courts are not required to consider ameliorative measures that were not proposed by parties or that would draw the court into prolonged proceedings
